Valley Behavioral Health sought a zone map amendment to rezone two parcels at 6854 S 700 E and 6852 S 700 E from Single Family Residential Duplex Overlay (SF‑1 DO) to Multifamily Residential‑Medium to High Density (RM‑25), proposing an approximately 48‑unit family building on the campus. Planning staff concluded the project did not meet the General Plan criteria for a Stability Area and recommended denial.
Russell Opatz, Valley Behavioral Health’s Director of Housing, described the agency’s services and said deeper affordability requires capital funding that is scarce: "The capital funding for deeply affordable housing is not available," he said. Multiple neighbors raised concerns about precedent, density, noise, emergency calls, and lack of nearby transit. After public comment, Council Member Bryant Brown moved to deny Ordinance 2025‑O‑09 based on the staff findings; the motion carried unanimously.
