Kathy Rhoad, director of strategic initiatives for the Southern Carolina Alliance, briefed Bamberg County Council on recent economic-development activity and workforce partnerships. Rhoad reported continued work with a JDB Brothers subsidiary that will bring an estimated $7 million in capital investment and about 40 jobs; she also described industry visits with Black Horse Steel and Delavan and upcoming engagement with Circular Composites and Denmark Technical College partnerships.
Rhoad said the organization is coordinating workforce development with the Savannah River Site Nuclear Operator Apprenticeship Program and the Advanced Manufacturing Innovation Center, and that the SCA will hold the second meeting of its Regional Manufacturing Training Advisory Board next week. Council accepted the Southern Carolina Alliance report as information.
Finance Director T.M. Thomas presented a county budget snapshot during the same item, noting general fund revenues and departmental spending figures for FY26. Administrator Joey R. Preston commented that Treasurer Candace Fralix is "doing a good job toward getting caught up," and council received the combined reports as information.
