2 Row Brewing, LLC applied to operate a beer garden in the South City Hall Plaza as part of the Los Muros on Main mural festival. Council Member Heidi Robinson moved to suspend the rules and approve Resolution No. 2025‑R‑30 authorizing the mayor to execute an access agreement; Council Member Bonnie Billings seconded. The council voted unanimously in favor (Billings, Glover, Robinson, Brown, Mikolash all voted Aye). The approval covers the single event only and requires the applicant to complete DABS permitting and comply with city conditions.
