Midvale City on June 17 voted to approve Resolution No. 2025-R-37, authorizing the mayor to sign the Second Amended and Restated Interlocal Agreement to allow Herriman City to join Trans‑Jordan Cities. Glen Kennedy (Public Works Director) and Jarin Scott (Executive Director, Trans‑Jordan Cities) presented the proposal and said the addition of Herriman will increase membership to eight and provide financial contributions to regional transfer-station planning and a proposed new facility.
Jarin Scott said the system "has not had a new member since 1997" and explained that adding Herriman changes the end-of-life projection for one facility by about 34 months but that Trans‑Jordan still owns the largest landfill space with over 100 years remaining. Council Member Bryant Brown asked about impacts when Sandy's transfer station reaches capacity; staff described contingency routing and a planned larger facility in South Jordan. The motion to suspend the rules and adopt the resolution was moved by Council Member Bryant Brown, seconded by Council Member Paul Glover and passed unanimously.
Kane Loader, representing operations, noted Utah's relatively low tipping fees because ownership is municipal rather than private. The agreement requires Herriman to buy-in based on the valuation of Trans‑Jordan and is intended to share costs of future infrastructure. The resolution was adopted without amendment; staff will proceed with signature and administrative steps required to formalize Herriman's membership.
