Council hears TCA update: 91–241 express connector projected to open in 2029; veterans toll-expansion effective Oct. 1
Summary
Council Member Kelly reported on a long-studied express connector linking SR-91 express lanes and the 241 toll road with construction slated to start in 2026 and estimated completion in 2029; she also announced that, as of Oct. 1, eligible disabled veterans can enroll to travel toll-free without a special license plate.
At the Oct. 14 meeting, Council Member Kelly summarized the Orange County Transportation Corridor Agencies' (TCA) express-connector project that would link SR-91 express lanes directly with the 241, improving regional mobility and reducing weaving associated with current merging patterns. Kelly said environmental review was completed in 2020, design is underway in 2025, construction is planned to start in 2026 and estimated completion is 2029.
Kelly also reported an immediate change to the Toll Roads' Disabled Veterans Program: effective Oct. 1, veterans who qualify for the DMV disabled-veteran registration-fee exemption but do not want to display a special plate may still enroll for toll-free travel on state Routes 73, 133, 241 and 261. She said program enrollment details are available on tollroads.com.
Council members acknowledged the regional partners involved (Caltrans, OCTA, Riverside County Transportation Commission) and noted the project could yield travel-time and air-quality benefits if fully funded and implemented.
