City issues RFQ for Los Osos center amid market shifts; responses due Oct. 17

The city manager explained that an RFQ differs from an RFP because the RFQ focuses on potential partners' experience and capacity rather than detailed project proposals. The RFQ phase is intended to identify qualified developers before soliciting more detailed proposals. She said staff remain committed to completing the project but are using the RFQ to test wider market interest given higher construction costs and limited bidder interest.
Councilmembers and public commenters urged the city to consider mixed-use options and incentives to rejuvenate struggling retail centers.
