Council moves to amend claims-handling code to give city manager delegation authority

Staff introduced an ordinance to amend Mission Viejo Municipal Code chapter 3.16 (demands and claims) to grant the city manager the authority to delegate claims-handling responsibility. Staff explained the change is administrative and intended to improve efficiency and allow the city manager to choose whether to keep claims processing with an external entity such as California JPIA or delegate it internally.
Councilmember Vasquez asked why the change was occurring now; staff responded that item 14 on the consent calendar had effectively authorized delegation to the JPIA and that the proposed amendment preserves flexibility for the city manager should the city decide to take that delegation back in-house. The council moved and recorded a unanimous first-reading approval with the mayor absent.
