Mission Viejo introduces 2025 building and fire codes and streamlined EV charging permitting; second reading set for Oct. 23

City staff recommended that the council introduce ordinances adopting the 2025 California building and fire codes and related standards, and the council moved to introduce the ordinances and the proposed EV-charging-station permitting section. Larry Longacre, director of community development, described the Triennial Code Update, explained that state law requires cities to adopt the codes, and noted that local adoption allows the city to implement and enforce the provisions; he said the new codes become effective at the beginning of 2026 regardless of local adoption.
Longacre said there are no new local amendments proposed in this cycle other than previously adopted amendments and that the Orange County Fire Authority proposed minor clarifying revisions. The staff recommendation was to introduce two ordinances by title and return for a second reading. The council moved, seconded and recorded a unanimous first-reading vote with Mayor Robert Reich absent; staff said the second reading will be heard at the Oct. 23 council meeting.
