County staff explains why campgrounds go to commissioners, not planning commission

"That was a conditional use permit," staff said when asked about the Pine Creek campground, adding that conditional use permits have narrowly defined standards (for example, campgrounds and special events) and therefore go straight to the board. By contrast, a PD can cover a wide range of uses and includes discretion for compatibility and public-benefit trade-offs.
Staff noted the county has both conditional-use and PD tools available to evaluate projects and said existing mobile home parks and some redevelopment projects are more likely to use a PD to achieve upgrades and density changes. Commissioners accepted the distinction and asked staff to document the procedural differences in future training materials.
