City staff propose adding HR, IT and finance positions after peer staffing comparison

Staff presented an analysis comparing Hampton staffing per capita with five peer cities and recommended targeted additions where the city is understaffed.
"For each of our employees the ratio was 1 to 67," Nancy Olivo told council, summing the per-capita comparison and explaining that peer-city ratios ranged from 51 to 63. Olivo highlighted that the one-year plan focuses on internal capacity (grants administration, HR, IT automation, and facilities maintenance) that staff argued is a precondition for absorbing other service expansions.
Specifically staff recommended adding 1 senior accountant in finance (to manage grants), three HR positions (to improve employee relations and workforce planning), eight IT positions (to reduce contractor dependence and enable automation pilots) and nine facilities positions to better maintain aging buildings. Staff emphasized phasing to match capacity to available recurring funds.
Council polled these requests and placed several on the preliminary tier-1 list; staff will return with precise salary-and-benefit costs and options for phasing to fit the revenue picture.
