Commissioners set one-year pause on residential and commercial zoning changes to align with comp plan

The Dawson County Board of Commissioners amended and approved a motion Aug. 6 to table proposed residential and commercial zoning changes in Chapter 1-21 for 12 months so those matters can be considered alongside the county's comprehensive-plan update.
Commissioner Stowers moved to table the residential and commercial amendments, then amended the motion to set a one-year return date; the board approved the amended motion 3–1. Commissioners cited the comp-plan timeline, legal limits on moratoria and the need for broader public engagement as reasons to delay wide-ranging residential and commercial changes.
Richard, a county staff member, reminded the board that the comprehensive-plan process has a statutory horizon and that by August 2027 staff expects to have draft ideas and public engagement underway. Commissioners who opposed tabling or urged faster action said they were concerned about housing and about preserving property-rights flexibility for existing lots.
The board directed staff to track the timeline with the comprehensive-plan process and to return when sufficient work on the plan allows a coordinated review of the zoning proposals.
