Council reassigns ARPA dollars to complete Lake Springfield sewer hookups

The City Council voted to reobligate ARPA (State and Local Fiscal Recovery) funds for sewer work at Lake Springfield, authorizing up to $710,036.12 for the Sangamon County Water Reclamation District to finish sanitary connections.
Director Metzger explained U.S. Treasury FAQ guidance that allows reallocation of previously obligated funds to related projects (for contracts executed by Dec. 31, 2024) so the city can use its remaining allocations rather than return them. The measure shifts spending authority and funds work already under contract to avoid losing ARPA dollars.
Aldermen sought details about whether the work has been completed and about minority and local contractor participation on the larger Lakeside project. Alderman Gregory said the city should set clear goals and ask contractors to report minority participation; other members noted some work was already finished and the reobligation is a funding technicality to cover outstanding obligations.
The motion to reobligate ARPA funds was adopted unanimously on the floor (8–0). Council asked staff to provide data on minority participation for the Lakeside work and to consider how reallocation decisions are communicated to the public.
