Library Director Tina Herbal introduced a space-utilization study funded in part by a Carnegie descendant grant and the library board. Architect Corey Sharp of FEH Design presented findings: heavy program use (FY26 program attendance increased to 20,617), high Wi-Fi usage (about 32,000 connections last year), lighting and wayfinding issues, and opportunities for an upper-level infill that could add roughly 3,800 square feet. FEH's construction cost opinion for recommended combinations of interior improvements and an upper-floor expansion ranged roughly between $3 million and $4 million (construction costs only). "When you add all these things up, between the low end and the high end of those costs, you're somewhere between 3 and $4,000,000," the architect said. Staff clarified that the study is a planning framework and that no funding request was before the council tonight; next steps could include fundraising and grant applications.
