Selectboard adopts updated policies after state audit of FEMA funds

Town Manager Ryan Lockwood told the Selectboard the Vermont Department of Public Safety completed an audit focused on Williamstown’s handling of FEMA funds tied to the 2023 and 2024 floods and provided a letter of acceptance contingent on adopting four policy changes. He said the audit required updated wording in the Purchasing Policy and the Code of Ethics and the creation of a Grant Management Policy and an Inventory Policy to meet federal requirements.
Lockwood explained the policies emphasize procurement rules, sealed bidding for purchases over certain thresholds, conflict-of-interest rules for gifts, federal pass-through requirements, and vendor background checks for contractors used on federally funded work. Cote Griggs moved to adopt the updated and new policies per the auditor’s recommendation; Clayton Woodworth seconded and the motion passed.
