DWCCC outlines metering timeline and possible tiered secondary-water billing

Rick Smith, general manager of the Davis & Weber Counties Canal Company, and Fred Philpot (joining online) updated the South Weber City Council on planning for mandatory secondary-water metering and a proposed tiered-rate structure.
Smith summarized the statutory timeline driving the change, saying HB242 (2022) requires metering of secondary-water services by Dec. 31, 2029, and that HB274 (2025) requires tiered rates and that water use be billed based on the new meters starting in 2030. He told the council that DWCCC is installing the meters and has received three grants to help with costs. “Right now DWCCC is in the process of installing all the meters,” Mr. Smith said.
Mr. Philpot described next steps: DWCCC will collect usage data and analyze it to establish new rate tables. He reported that “further discussions will take place regarding billing based on usage or lot size.” The company also plans to provide a water-meter portal so residents can view their usage.
The presentation did not include final rate tables or grant amounts. Council members and staff did not take formal action at the meeting; the update was informational and described anticipated future public outreach and rate-setting work.
