The Vernal City Planning Commission approved a Conditional Use Permit Feb. 10 to allow indoor boat storage at the Blackburn property, 280 West Main (parcel #05 023 0067), the former True Value Hardware building. Staff described the site as roughly 1.6 acres with about 15,000 square feet of enclosed building area; the application covers only interior storage and does not include outdoor storage, which would require additional access improvements, fencing and screening.
Commissioners discussed compatibility with the Central Commercial (CC-1) zoning district and potential visibility and character issues along Main Street. Staff emphasized decisions must be based on the Code and the Vernal City General Plan; any approval would still require Development Review Committee review and Master Site Plan approval to address vehicle circulation and site layout. The applicant was not present at the meeting, though staff confirmed proper notice had been provided.
Ryan Balch moved to approve the Blackburn Storage Conditional Use Permit (2026-005-CUP); Hailee Todich seconded. The motion passed with Troy Allred, Brittany Young, Hailee Todich, Ryan Balch, Samantha Chapoose and Aaron Bancroft voting in favor. The CUP authorizes indoor boat storage only; any outdoor storage would require separate approvals and additional site work.
