The Vernal City Planning Commission voted Feb. 10 to repeal Municipal Planning and Zoning Code Section 16.20.308 (Internal Additional Unit) and add Section 16.20.100 to consolidate Accessory Dwelling Unit (ADU) provisions under Ordinance 2025-031. Assistant City Manager Braeden Christofferson said the change is intended to align the code with anticipated state requirements and to clarify that existing "like materials" and color provisions remain unchanged.
Commission discussion focused on the treatment of short-term rentals within ADUs. Commissioners raised concerns that allowing short-term rentals could affect neighborhood character, parking, noise and housing affordability; others emphasized property-owner rights and noted prior City Council debate over a potential 90-day minimum rental period. Christofferson reported a preliminary review indicated Uintah County does not currently allow short-term rentals in ADUs, and some commissioners expressed interest in maintaining consistency across jurisdictions.
Ryan Balch moved to repeal Section 16.20.308 and add Section 16.20.100 as written (Ordinance 2025-031). Troy Allred seconded. A roll-call vote recorded Commissioner Bancroft — For; Commissioner Todich — Against; Commissioner Chapoose — For; Commissioner Young — For; Commissioner Allred — For. The motion passed by majority vote. The ordinance change will be effective according to the city's ordinance adoption procedures and any subsequent council or county actions.
