Waste Management reports 42 million pounds recycled in Norco, previews smart-truck tech

A Waste Management representative updated council on 2025 highlights, the company's local partnership with Norco and announced the 2025 Recycling All Stars. Glenda (Waste Management) said the company and city are 100% compliant with SB 1383 (state organics/diversion requirements) and reported that Waste Management has collected 42,000,000 pounds of recycled material in Norco to date.
She described investments in regional recycling facilities that integrate automation and artificial intelligence, a landfill-gas-to-renewable-energy conversion at Simi Valley (and plans for El Sobrante in 2026), and an expanded organic-processing network in Southern California. Glenda said the city's recycling coordinator, Lisette, had completed extensive outreach (about 125 site visits to commercial customers) and called out community partnerships and events where Waste Management participates.
Council asked how residential recycling is tracked; Glenda said it will rely on timing of route collections and a smart-truck rollout next year coupled with workshops and outreach materials. A council member asked about composting of horse manure and whether Waste Management could partner with local farmers; Glenda said some compost derived from collected organics has been provided to the Eat Cultural Center and the topic is open for further coordination.
Lisette (recycling coordinator) presented commercial and residential awardees and thanked staff and the company for outreach work.
