Staff noted property values increased roughly 3% year over year and that much of that increase was from new construction, which does not factor into the no‑new‑revenue calculation.
Multiple residents spoke during the public-comment portion tied to the tax-rate discussion. Nofal Malai noted historical changes to the city's tax rate and urged council to consider increasing the rate to bolster police resources. Weston Timmer said public safety should be the top bond priority and described criminal-justice and voucher-related concerns in neighborhoods. No formal rate action was taken at the meeting.
The discussion left open a request for staff to share the county's no-new-revenue rate when it becomes available so council can make an informed decision before any formal adoption.
