Commissioners advocated for clearer post-award reporting and verification. Suggestions included instituting a 90-day post-fiscal-year reporting deadline to provide a list of recipients by district and amounts, developing district-by-district pie charts with IT assistance, and making receipts a required guideline item for grantees.
"Well, that way, I will receive that as a motion that receipts are required," the chair said when commissioners discussed making receipts mandatory as part of grant guidelines. County legal counsel advised the committee that such guidance and any waiver language should be drafted with input from legal and finance and could be presented as a single resolution to the full commission or as individual motions.
The committee asked staff to factor procurement, purchasing and finance into any waiver design and to include a reporting cadence (quarterly or annual with a 90-day post-fiscal-year report) in the resolution sent to the full body.
