Battle noted a steady increase in reported race-based discrimination incidents and a rise in expulsions despite fewer overall bullying reports. She highlighted SafeVoice tip totals (over 67,000 tips since 2018) and recommended improved prevention, restorative practices, and website updates to give families clearer information and appeals guidance.
