Republic Services proposes discounted cans; council discusses city-owned containers and ordinance changes

Councilmembers discussed adding a startup fee to help offset costs and instructed staff to revise the draft to include an initial service fee and reduce penalties to Class C misdemeanors focused on prohibited activities; a public hearing will be scheduled on the revised draft.
