Waynesville council approves DORA guidelines for outdoor drinking areas

The Village of Waynesville Council on Nov. 18 approved a revised Designated Outdoor Refreshment Area (DORA) application and detailed operating guidelines, voting 7-0 to adopt the rules.
Council reviewed a detailed map and regulations before the vote. Mr. Chris Colvin asked whether each participating seller must follow its existing liquor permit; Chief Gary Copeland confirmed they must. Copeland also explained Section IX would allow the chief to temporarily suspend DORA operations for ‘‘exemplifying conditions’’ such as a large protest; establishments could still sell alcohol inside but patrons could not leave with DORA beverages during a suspension. Mr. Jeffrey D. Forbes read section 9(B) as written: "Patrons cannot carry DORA beverages from one participating DORA establishment to another."
Mr. Zack Gallagher moved to approve the guidelines and Mr. Lyle Anthony seconded; the motion passed on a roll call vote of seven yeas. Council directed staff to provide the approved guidelines to WMA, the Chamber and participating restaurants, to design and order DORA signage (to be reimbursed by WMA), and to hold a business meeting with participating restaurants to review the regulations.
The DORA approval was a policy decision by council; no ordinance was required to adopt the guidelines themselves, and participating businesses must continue to follow state alcohol statutes and their individual liquor permits.
