Avon board authorizes regional ROC to negotiate Ed Law 2-d data privacy agreements

The Avon Central School District Board of Education voted 5–0 to authorize the RIC ONE Risk Operations Center (the ROC) and its designated attorneys to negotiate and approve Data Privacy Agreements (DPAs) that include the requirements of New York State Education Law Section 2-d and associated regulations.
The resolution—introduced by Superintendent Ryan Pacatte and approved by the Board—says the ROC partners with NYSED and the Student Data Privacy Consortium to negotiate Ed Law 2-d compliant agreements. The resolution notes that "the DPAs are presented to school districts and/or BOCES for final execution and do not require the expenditure of funds beyond those budgeted." The board recorded a unanimous vote to grant the ROC authority to negotiate these agreements for software and technology resources used by the district.
Board members said the authorization will streamline vendor management and help ensure vendor compliance with student privacy rules without requiring additional district funding. The motion was adopted as a formal resolution and carries the board's direction that district attorneys and the ROC take necessary steps to finalize DPAs for the 2024–25 year.
