Waynesville manager reports progress on Franklin Phase I, Third Street reimbursement potential and Well 10 plans

Village Manager Gary Copeland reported a completed Franklin Phase I walk-through with a 5% bond held, an upcoming Third Street closeout that could lead to up to $500,000 in reimbursement, a Fourth Street grant score of 66 making award likely, and engineering work for Well 10 submitted to the EPA for a Spring 2025 completion.
Village Manager Gary Copeland told the council on Oct. 21 that the Franklin Phase I final walk-through with KT Holden was completed May 15 and the Village is holding a 5% bond for repairs within the next year. He said the Third Street walk-through with SmithCorp is scheduled for the following week; once closed out the Village can apply to be reimbursed for their portion of Third Street up to $500,000.
Copeland reported Fourth Street scored 66—the third-highest score in Warren County—giving the Village an excellent chance of being awarded the grant. He said Choice One has completed engineering plans for Well 10 and submitted them to the EPA; the well is planned to be completed in Spring 2025. He also reported Fed Excavating is completing replacement of catch basins that week and described coordination with Warren County Soil and Water on fill at the corner of Routes 73 and 42. For a 40-acre development across the street, he said the ordinance will require replacing hydrants and adding valves along the Covey line.
