Waynesville council adopts emergency contract to paint cold barn and repair roof

The Village of Waynesville on Oct. 21 adopted Ordinance No. 2024-035, authorizing the Village Manager to enter into a contract with Freshcoat Painters of South Dayton to paint the cold barn and repair its roof. Mr. Zack Gallagher moved to waive the two-reading rule and Mr. Troy Lauffer seconded; that motion passed on roll call with seven yeas. Gallagher then moved to adopt the ordinance as an emergency and Mrs. Connie Miller seconded; the adoption passed on a 7–0 roll call.
Gary Copeland, Village Manager and Director of Public Safety, told council the ordinance is intended to address the building before winter: "Ordinance 2024-035 is to enter into an agreement to paint the cold barn and repair the roof. This is an emergency in order to have it done before weather sets in." The council record lists the motions and roll-call approval; the ordinance was presented during the Village Manager report and approved that evening.
