Staff (S5) said the project creates a mapped 'doughnut hole' that was intentionally left out of the TIF because the roadway will cut through that parcel and affect property values. “If we included it, there's roughly $60,000,000 of value in that little nugget right now,” the staff member said, and explained the design would be elevated and is not planned to go through the park.
Staff acknowledged the extension may require removal of some homes in the corridor but said the areas affected have relatively low property values. The board discussed possible park access improvements tied to the roadway project and asked staff to share prior meeting materials and any available drawings (staff said they could reference NTTA/TxDOT/NTDA materials where appropriate).
