Staff member (S5) told the board Garland is in talks with DART to secure participation in certain projects by directing a portion of incremental sales tax to specific TIF projects. “they're they're looking to offer up to 50% of the incremental sales tax growth that occurs within the the TIF district and pro providing that towards specific projects,” the staff member said, noting DART does not collect property tax and that the negotiation is aimed at leveraging DART's sales‑tax share for transit‑oriented development.
Staff said negotiations are well advanced and that if the board agrees, staff would bring a recommendation for DART participation to the board and then to the DART board. Possible eligible projects include transit‑oriented development, hotels and mixed‑use projects that would support both transit use and sales‑tax growth.
