Resident warns commission that stormwater models are out of date and urged interim protections

Bob Estes, speaking for the Friends of Hunting Creek during public comment, urged faster action on stormwater management standards and said the rainfall models used for design are out of date.
"The so called 10 year, rainfall in the model happens every 2 or 3 years," Estes said, arguing that design standards based on outdated rainfall assumptions produce systems that are inadequate. He referenced a 2024 CBL report and said he had been told public works would pursue ordinance changes that did not materialize in 2025.
Estes suggested the county consider interim measures — including a temporary moratorium or revised rainfall requirements — while updated state and county models are adopted. Commissioners asked him to provide his remarks in writing so staff could distribute them to commission members.
