Planning Commission sends 2025 Water and Sewer Comprehensive Plan to 60‑day agency review

The Calvert County Planning Commission voted to send the draft 2025 Water and Sewer Comprehensive Plan to agencies for a 60‑day review period and to pursue a public hearing on April 15, 2026.

Cheyenne Nader, project engineer for the Department of Public Works, introduced the update as an effort to reflect changes in system conditions, growth patterns and regulatory requirements and to align the plan with the county's 2019 comprehensive plan and adopted CIP projects. "The update evaluates existing system capacities, revises service area designations, and incorporates approved and proposed development projects," Nader said during the presentation.

Consultant Francis Mankowski summarized technical edits and schedule milestones, including updates to water‑supply allocation language to align with Resolution 19‑24, revisions to EDU (equivalent dwelling unit) tables to reflect current and projected counts, CIP additions and removals, and updated county water and sewer maps. Mankowski said the draft incorporates MDE comments and recommended moving the draft to agency review before final revisions.

On a motion by a commissioner (speaker 4), seconded and approved by voice vote, the commission directed staff to proceed with agency notifications and the 60‑day review. The chair called for the voice vote and commissioners responded "Aye," with no recorded opposing votes. The motion directs staff to notify agencies and adjoining jurisdictions at least 60 days before the proposed public hearing.

Next steps identified by staff include the agency comment period, addressing agency comments and returning the draft for Planning Commission approval before sending it to the Board of County Commissioners for formal adoption.
