BOCC certifies Priority Funding Area for failing septic connection in North Beach

The Department of Planning and Zoning presented a Priority Funding Area (PFA) certification request to allow state funds to be used to connect a failing septic system at a property just outside North Beach.
Long‑range planner Tay Harris explained Maryland Department of Planning and Maryland Department of the Environment reviewed the proposal and found the area qualifies for PFA certification because it is a growth area on the county's growth tier map and is designated S1/W1 in the county's water and sewerage plan. Harris identified the property (3690 On 3rd Street) and told the board the designation will enable environmental health to access state funds to install a public sewer connection.
Commissioners asked about small non‑qualifying blocks on the map (wetlands or other constraints) and whether other failing septic areas are being assessed; staff said no immediate additional PFA requests are pending. By motion, the BOCC certified the PFA request area under the relevant Maryland code provision.
