Calvert Safe Housing Network seeks $277,500 from county to operate Safe Harbor shelter under transition plan

Calvert Safe Housing Network executive director Peg Haskell presented the nonprofit's first-year operations and asked the board to support a planned transition of Safe Harbor Shelter operations to Calvert Safe beginning July 1, 2026.
Haskell described services delivered since May 2025: 31 adult survivors and 21 children served, roughly 1,150 "safe nights" provided in hotel placements and shelter alternatives, 112 crisis hotline calls, and counseling or case management for dozens of survivors. She said more than 40% of clients served obtained permanent affordable housing. "Our proposed budget for FY27 is $926,250 and we're requesting $277,500 from the Board of County Commissioners to fulfill the transition and operate the shelter beginning in July 2026," she said.
Jennifer Moreland, director of community resources, told commissioners the requested county allocation matches prior year funding provided to Safe Harbor and that Calvert Safe intends to supplement the county portion with state, foundation and corporate grants and fundraising. Commissioners praised the organization's work and asked about capacity and eligibility; Haskell said the existing shelter has 25 beds in eight rooms and that hotel placements are used when shelter capacity or safety concerns make the fixed shelter an unavailable option.
The board did not vote on a funding appropriation during the meeting; the request will be part of upcoming budget discussions and staff follow‑up.
