Newbury Planning Commission amends zoning definitions, plans hazardous-material wording

The Newbury Planning Commission on May 21 continued a months-long revision of the town's Unified Zoning & Subdivision Regulations, adopting several definition changes and accepting a table amendment in Section 3.1. Chair Tony O'Meara and commissioners reviewed wording for non-permanent structures, large group homes, tiny homes and manufactured-home parks.
"Evangeline James requested time to draft changes to the definition of hazardous material," the minutes state. The commission accepted an amendment suggested by James for the table in Section 3.1 and also reviewed revised language governing short-term rentals, travel trailers and underground storage tanks.
The changes are procedural edits to Article 7 and related tables intended to clarify categories used across the draft regulations. By consensus the commission kept water- and river-related hazard definitions separate from general definitions, retaining Section 7.2 apart from flood-hazard and river-corridor language in Section 7.3.
The commission did not set a final adoption date; members directed staff and commissioners to continue drafting and review at future meetings. Chair O'Meara will consolidate recent edits into a new draft for the group to consider at a subsequent session.
