The Planning and Zoning Commission recommended approval July 14 for a Chipotle restaurant with a digital order pickup lane at 5303 Lakeridge Parkway, subject to multiple staff conditions intended to preserve corridor design standards and address traffic concerns.
Staff said the project meets dimensional and density requirements but requested design changes to meet Appendix F articulation and menu-category standards. The applicant requested a parking variance to provide 29 spaces where the maximum allowed is 23; staff accepted the compensatory approach (three compact spaces) and recommended conditions including an enhanced patio with planters and integrated seating, concealed/recessed lighting in canopy and patio areas, enhanced front-row landscaping, additional shrub planting to screen the drive-through queuing lane, articulation changes to strengthen the entrance and building materials, and onsite bicycle racks.
Will Frierson of JF Holdings, the developer, said the team can comply with many of the recommendations and noted that the Chipotle mobile-order pickup model relies on pre-orders and geofencing rather than a traditional menu board or call box. Commissioners expressed concern about traffic and queuing on busy Lake Ridge Parkway; staff and the developer said the proposed layout provides sufficient stacking on site and multiple egress points will be available with future adjacent development. Chair Cheryl Smith moved to approve per DRC recommendations, noting the developer's willingness to work with staff on conditions; the motion passed unanimously. The item will be forwarded to city council for final action.
