Commission approves auto body, paint and sales use with conditions, including platting into single lot

The Planning and Zoning Commission on July 14 recommended approval for a specific-use permit and site plan that would expand an existing auto-related business on Richardson Drive to include an auto paint booth, two service bays and auto sales across five parcels.

Staff said the proposal adds about 1,350 square feet and will enclose existing canopy area to house new service and paint operations. The staff recommendation includes conditions: execution and recording of a right-of-way license for the seven front parallel parking spaces, platting the subject property into a single unified lot before building permits or certificate of occupancy, and reserving five of the seven parallel spaces for visitor parking as specified in the staff parking exhibit. The site must comply with Chapter 13, Article 20 of the Grand Prairie Code of Ordinances for automotive businesses.

Chase Newsyard, representing the owner, said the property has been used in its current configuration for decades and warned that requiring an immediate replat could impose surveying costs that might affect his client's financing and willingness to proceed. Staff and several commissioners said platting is recommended to ensure clarity for permitting, enforcement and future permit tracking. Commissioner Janie Mendez Adakari moved to approve per staff recommendations; the motion passed unanimously.
