Council approves rezoning for West Centerville shopping center with requirement for dumpster gate and landscape improvements

Garland’s City Council approved an amendment to the planned development for 1015 West Centerville Road to change the base zoning from neighborhood office to community retail and to require landscape enhancements and prohibited uses.
Staff described multiple landscaping conditions—trees and shrubs along Centerville and Marketplace and improved parking‑lot landscaping—and recommended several prohibited uses (laundromats, heavy commercial, convenience stores with gas). The PD will allow neighborhood‑scale grocery uses up to 5,000 square feet. Herbert Gares, representing Lyle Allen & Associates, said the intent is to clean up nonconforming uses and improve the shopping center.
Councilmember Luck moved to approve the amendment with the requirement to add a dumpster gate; Dutton seconded and the council approved the measure unanimously. The applicant agreed to add the gate and to install the required landscaping with irrigation.
