City introduces new assistant city manager; mayor nominates interim police chief

Bridal, who has served roughly 30 years in the Garland Police Department and most recently as police chief, told the council that changing to a civilian role “is strange for me” and that he must “figure out what I’m gonna wear every single day.” The mayor who introduced Bridal described him as “an outstanding leader and a fantastic manager and I’m very confident that he’s gonna serve this city very well.”
Scott Bornberg, who was identified in the presentation as a Garland native and a 33-year department veteran, outlined three top priorities for his early tenure: preserving community relations, expanding technology such as a real-time crime center, and maintaining crime-fighting operations while recognizing limits of local authority. “We’re definitely gonna be following the same path we’ve been taking with Chief Jeff Bryant,” Bornberg said, describing continuity of direction.
The mayor said he will formally appoint Bornberg and that the council is required under Chapter 143 of the Texas Local Government Code to examine and confirm the appointment. Council members offered congratulations and brief remarks of support during the work session. The confirmation vote was slated for the council’s next meeting.
