Commission advances living-wage ordinance to increase county minimum to $20.77 (effective FY26)

The Shelby County Board of Commissioners approved an ordinance amending the county code to raise the minimum pay for county employees to a living wage of $20.77 per hour effective July 1, 2025, contingent on budget availability. The ordinance directs administration to allocate funds for the increase in the FY26 budget, calls for an annual review of the living wage, and encourages county contractors to adopt the same standard.
Commissioner Erica Sugarman framed the measure as an effort to address low pay among county workers who often work multiple jobs and rely on public assistance: "A lot of them working 2 jobs, receiving food stamps..." she said during debate. Several commissioners expressed support but also noted the item requires funding decisions in the upcoming budget cycle.
The ordinance passed on third reading by vote (8 ayes, 4 noes). The county administration will present budget timing and a fiscal estimate for the increase as the FY26 proposed budget is prepared.
