Garland’s City Council unanimously confirmed Scott Bornberg as interim chief of police on July 21 after the city manager brought forward the appointment under Chapter 143 of the Texas Local Government Code.
"I expect them to be safe. I expect them to keep our citizens safe. I expect them to keep our children safe," Bornberg said after the council swore him in, adding that he intends to maintain what he described as a "best in class" department and to foster community relationships.
City Manager (name not stated in the record) told council that the move followed a promotion of the previous chief, Jeff Bridal, to assistant city manager. Councilmember Thomas moved to confirm Bornberg and Councilmember Moore seconded the motion; the council approved the confirmation without objection.
Bornberg, who said he grew up in Garland and has worked for the Garland Police Department for more than 30 years, thanked city leadership and pledged to lead with fairness and professionalism. "When they are dealing with citizens, I expect them to be fair, I expect them to be respectful, and to behave at all times like a professional," he said.
The confirmation is an interim appointment subject to the council’s confirmation under state law. The city did not announce a timeline tonight for a permanent selection or additional review steps.
