Staff presented an SUP request to authorize heavy truck and equipment parking and outside storage on two light-industrial parcels at 490 and 500 West Oakdale Road. The application included variances to allow existing crushed-concrete surfaces, existing drive approach and an automated rolling gate located inside the right‑of‑way; the Planning & Zoning Commission recommended approval with multiple conditions including site-plan compliance, dumpster enclosure, and a requirement that the gate be left open during daytime hours if trucks queue in the street.
Council accepted P&Z’s recommendations, including reconstruction of the approach and a required floodplain delineation to prevent parking in the floodplain, and added that the council will hold a public hearing in one year to confirm compliance. Speakers for the applicant described prior nonconforming use history and said the owner sought to bring the site into compliance. The motion passed 7–1.
