Committee hears WCHSA proposal on CCOP allocations and CLTS MOE; NAMI presentation requested

Teresa Esela briefed the committee on a proposal from the Wisconsin County Human Services Association (WCHSA) to eliminate the annual Maintenance of Effort (MOE) requirement for counties using Children’s Community Options Program (CCOP) funds and to redistribute CCOP funds according to a formula. Esela said the proposal would be forwarded to the Bureau of Children Services for consideration and that, as presented, Oconto County does not expect a negative fiscal impact.
Lisa Deviley reported an uptick in families requiring additional support this spring and raised National Alliance on Mental Illness (NAMI) resources. The minutes note the formation of North Bay NAMI in 2026 to serve Oconto and Marinette counties; the committee asked staff to invite Sara (last name not specified in the minutes) to present about NAMI programs and resources at a future meeting.
The committee did not vote on WCHSA’s proposal; Esela said final plans had not been provided to the county at the time of the briefing.
