Supervisors review access, gating and private-road plan for Maple Ridge development

Cecil Township supervisors on Monday reviewed conditions for access to the proposed Maple Ridge development, including a requirement that townhouses be gated to the west and that access from Morganza Road be for residential traffic only. "And townhouses development shall be gated to the west," the chair read as part of the conditions for approval.
Dan, the staff presenter, described a revised alignment that shifts the connection away from the Maple Ridge Drive access point and routes a private access road parallel to an existing gas line. Dan said the developer controls property on both sides of the proposed road, "which would allow them to construct this access point without affecting other properties in the immediate area." He added that parts of the private road will be steeper than desired—"they have a couple stretches that they'll be up to 16% on the road"—but that emergency-vehicle access has been assured.
The board and presenters emphasized that the access plan remains illustrative at this stage and that construction of the access depends on securing necessary right-of-way and PennDOT approvals. Keith Fassas of GAI Consultants told the board that "the site distances were achievable at several locations along Morganza Road," but reiterated the need to complete PennDOT permitting before final design or construction.
If the board approves the illustrative plan, later land-development submissions will provide final geometry and engineering details required for emergency access, sight-distance verification, and any needed easements.
