Calistoga council asks staff to study dark‑sky lighting standards after Green Committee presentation

Green Committee members described the policy goals—targeted, purpose‑driven, downward‑directed, warm‑colored lighting with controls and exemptions—and cited research on ecological impacts, migratory birds and human well‑being. “Responsible lighting has to have a clear purpose... It is targeted... no brighter than is necessary,” the committee chair said.
Public commenters and councilors raised concerns about retrofits and potential burdens on homeowners and senior parks; staff advised that draft ordinances typically apply when lighting is altered or when permits are sought, and enforcement often is complaint‑driven for existing fixtures. The committee noted examples from other local jurisdictions and said exemptions for seasonal events, parades and holidays would be included in draft language.
Council asked staff to return with a draft ordinance and policy language, including recommended exemptions and an approach for public education and enforcement, and the motion carried unanimously.
