The Selectboard voted to adopt a revised Class 4 Road Policy that, consistent with guidance from the Vermont League of Cities & Towns, specifies the town will not assume municipal responsibility for maintenance of Class 4 roads, including bridges and culverts. The motion was made by Selectboard member Shauna Prime and seconded by Andrew Lee.
"This policy follows the recommendation of VT League of Cities & Towns to stipulate no municipal responsibility for maintenance, including bridges and culverts," the minutes state. During discussion Michael Thomas asked about Roystan Ridge and was told that Roystan Ridge is a trail, not a Class 4 road; Thomas also said a resident at the base of that trail has been denying access. The policy adoption brings Newbury into alignment with many nearby towns' practices and clarifies expectations for residents and property owners where access or maintenance disputes arise.
