Selectboard to hold special meeting on damaged Wells River schoolhouse; tax sale discussed

The Newbury Selectboard agreed to hold a special joint meeting with Wells River Village Trustees and counsel to discuss the damaged school building adjacent to the Wells River Congregational Church and the possibility of a tax sale. Wells River Village Trustee Michael Thomas told the Board the Village does not have funds to remediate the site and has been in contact with the Vermont Division of Historic Preservation and an attorney.
"He suggested scheduling a special meeting of Village Trustees, Selectboard members, and Atty. Barlow to discuss a tax sale, as well as a conversation with the Fire Marshall," Michael Thomas said. Town Treasurer Mary Collins advised the Board that a minimum balance of $1,500 in delinquent taxes is required before the Town can initiate a tax sale. The Board indicated agreement to the special meeting and Andrew Lee noted that Atty. Jim Barlow will need to state formally that he has no conflict of interest before participating, because he has previously represented both the town and village.
The conversation also included a procedural note that Wells River will hold a special Village Meeting on May 28 to vote on options to pay an overdue sewage bill to Woodsville Water & Light. The Selectboard did not take a binding vote on a tax sale at the May 27 meeting; members directed staff and trustees to meet with counsel and the Fire Marshall to clarify options and responsibilities.
