Council probes water losses, sampling access and meter arrangements with businesses

Council members reviewed recent concerns about water losses and sampling for businesses that discharge to the town system. Chair (S1) and Committee member (S2) walked through acoustic monitoring results and a prior Mitchell-line service leak; S2 said the town would have Keystones ‘‘double check the system’’ and that the state requirement for available flow at certain points is necessary before finalizing sampling locations.
Council debated meter placement and access when meters sit inside private buildings. S2 said the ordinance requires businesses to provide access points for town sampling: "The ordinance says they have to provide that information to us." Participants discussed two-meter configurations, higher bills with two meters, and the need for service agreements guaranteeing 24-hour access where inside meters remain. Council agreed to request engineers’ sampling plans and, if necessary, hold an executive session to develop a town position before negotiations with those businesses.
No formal action on rate changes or meter relocations was taken; staff were directed to obtain the sampling plan and report to the council.
