The Planning and Zoning Commission unanimously approved a conditional use permit on Aug. 6 for a model home at 125 and 127 Spring Valley Avenue in Sebastian Highlands Unit 17, following a staff presentation and brief commissioner questions. The applicant is listed in the record as Ryan Holmes.
Staff presented the site plan, elevations and said the application met the same conditional-use criteria and conditions used for the earlier Magnolia Court item; staff recommended approval with the conditions listed in the staff report. A commissioner asked why the model lot is located deeper in the community rather than nearer the entrance; staff said the applicant appears to be using the main entrance off Lehi and that Spring Valley would act as a rear ingress/egress. Staff also said "the engineer and applicant are not currently present," and commissioners noted that an applicant explanation of site choice would have been useful. The motion to approve the CUP with the three staff-recommended conditions passed on roll-call votes with all present commissioners voting yes.
Staff indicated utilities in the subdivision are largely complete and that water/sewer hookup is expected; the CUP remains subject to the three conditions in the staff report and the one-year permit term.
