Engineer outlines relocated Morganza access for Cool Valley; consultants say sight distance is achievable

Township engineer Dan Deisseroth described a revised access alignment for the Cool Valley development that would locate the residential access north of the gas line to avoid affecting adjacent properties. Deisseroth said the proposed private road "goes parallel to the gas line," that "they control the property on both sides of the road," and that while the horizontal geometry "looks good," some stretches of the vertical geometry "they have to they have a couple stretches that they'll be up to 16% on the road." He said the road would be private and that the developer assured the township emergency vehicles could use it.
Keith Vasas of GAI Consultants told the board the sight distances for the proposed driveway locations "were achievable at several locations along Morganza Road," but he emphasized the final alignment must go through PennDOT's permitting process and additional township review. The board questioned safety at the Morganza Road connection and sought assurance that permits and engineering reviews would address any sight-distance or emergency-access concerns.
