Cecil Township continues Cool Valley hearing, reads 10 draft conditions tying construction to PennDOT approvals

Cecil Township supervisors continued the conditional-use public hearing for the Cool Valley illustrative site plan on Aug. 3 and outlined 10 draft conditions the developer must meet before land development approval. The conditions include approving land-use categories per the GAI illustrative site plan dated 07/24/26 and requiring traffic improvements from the project's 2017 traffic impact study to be installed as required by PennDOT before certain development can proceed.
The board also read conditions requiring gated residential access on the west side and limiting the Morganza Road connection to residential traffic. Other conditions include waivers under section 2-10-17 of the Cecil Township Code of Ordinances to be decided at later land-development review, restrictions on construction hours and dust controls, preservation of a 50-foot natural buffer along Maple Ridge, keeping roads within the development private, and permitting-driven work on streams and wetlands under DEP Chapter 105. "Condition number 1, land use categories be approved per the GAI illustrative site plan dated 07/24/26," the chair read when introducing the conditions. The hearing was closed with no vote recorded; the board moved into executive session on a personnel matter.
