The Cecil Township Board of Supervisors approved an illustrative site application for the Cool Valley development on Aug. 3, imposing 10 conditions intended to limit traffic impacts and protect environmental features.
Chair read the conditions aloud, which include requiring traffic improvements per the township's 2017 traffic impact study be installed as required by PennDOT, limiting development access until those improvements are installed, gating residential access on the west side, requiring waivers for private‑road standards and a 50‑foot natural buffer along Maple Ridge, and requiring any stream or wetland work comply with DEP Chapter 105 regulations. "There were 10 conditions that the board imposed on the applicant," the chair stated while reading the list.
Township staff said the conditions are intended to protect adjacent residential areas and to ensure coordination with PennDOT and DEP. The motion to approve with conditions was moved, seconded and carried on a voice vote.
